In Australia, you can definitely not walk around with a beer. The reps in reserve is just how many reps are you away from failure? If you're at a RIR of zero means you are at failure and then a R IR of one is your one rep away. You have to actually train to failure quite frequently at least at some point in your training to be able to understand how close you are to failure to use it properly.
