How Can I Find a Foundation That Works for My Dry Skin?

I cannot find a foundation that works. Could you or listeners help? I've tried so many and I start flaking after an hour or two. Tinted moisturizers have not been moisturizing enough. Please help. If someone's got some Nordstromy choices out there, let's let's hear them.
