Can Propaganda Create Groups?

Professor Megan Hiska says she thinks the left should be engaged in propaganda to show people they can do things together. She argues that it's not simply just like meeting groups where they are but also creating groups that can do new things. The French Revolution is an example of a radical group agency and I'm noticing increasingly when people want to talk about the capacity for groups to do things, there isn't an empirical real memory of what it looks like according to Professor Hiska.
