Energy Security in China - What's Next?

California is facing a confluence of challenges that are giving rise to these current power sector reliability issues. I think California's experience following that crisis was to dramatically increase government involvement in planning, mandating that most energy be contracted through long-term tariffs. China could go the route that California went, instituting tighter government controls on planning and leaving the operations to an independent market. This would unfortunately give a lot of this planning role likely up to the provinces - there have not been many success cases so far.
