The new rule is optional. The previous one, which was mandatory, we lost that case in the WTO and ultimately Congress repealed it. It's particularly complicated with Canada because you've got cattle that go back and forth across the border. We have this hugely long, undefended border. And what we have is the largest trade relationship with any other country.
