Retail traders are not coming in and buying the dips, says John Boulden. In contrast, i think the institutional investor community is always focused on relative value. The hedge funds are very focused on buying cheap stocks relative to expensive stocks,. And asset managers are often focused on buying stocks that will allow them to out perform the bench mark.
