The Importance of Location in Complementarianism
The whole church, by virtue of accepting those gospel words, makes a public church establishing statement. The clearest moment where 1 Timothy 2 12 applies is a church's main weekly gathering. In these settings, I'd argue that it is illicit that is sin for women to teach in mixed settings.
