The answer to new requests for data should not be no by default. Instead it should be yes, and with simple and transparent rules that define what the government's requirements are for this data access. The idea here is we're not trying to take away your permissions for data. But make sure you understand what you're getting into. And if you go outside of these guard rails, were ging t to pull restrictions, were to pull it back - that's not how we can use it.
