Biden said it was a banking law from 2018 that seemed to relax some of the provisions from Dodd-Frank Biden Use that to blame Trump for it. It's been reported that Silicon Valley Bank was Most likely intentionally but their their holdings were just under that threshold so that they were not required to comply with those additional requirements, which sounds when presented that way sketchy.
