Both western funders and the ukranian government are working on devising exactly such a plan. Economic integration not only brings economic benefits, but is also a very crucial motivator for some of the painful reforms that need to happen ucrane. No amount of money will ever make up for the horrors of war. With careful planning, it could at least insure a brighter economic future for uCrane.
