Doctors are forced into this by increasing overhead. When i started practice, our overhead was 27%. And you have a lot more freedom when you have 27 % overhead rather than 50 or 60. If i don't meet my asthma numbers, which are absolutely meaningless in terms of asthma, ah, then i can get slapped on the wrist and it can cost me 20 dollars per patient, per month. I mean, there there all these little systems that make a failure to comply expenseve. It has nothing to do with the quality of care, even though at that the alleged rational is true.
