There's an important distinction, intilitarian fort, between act utilitarianism and rule utilitarianism. Utilitarians can still have no objection to doctors doing that on a sort of rule utilitarian grounds rit if the rule that a doctor adopts in acting this way has its really bear consequences. It seems to me intuitively implausible that it is wrong to pay a healthy person to try a vaccine in the context of a global pandemic,. but that it is fine to close my children's school for nine months.
