The Capacitor Leakage Tester

The measurement device itself is really easy. It's a micro ammeter with a switchable shunt on it. Just by changing a resistor you put across it. That part is not particularly interesting, but what I love is the way he made these. They're all made out of sea shaped aluminum extrusion channel. And he has them clip into another rail. Maybe it's a din rail. He just kind of clips the front in, screws it on the back and it's strongly firmly mounted up under his desk. But yeah, you're right. It really looks like this is some Underwriters Lab thing.
