I Wish We Didn't Have the Political Capital to Do That

I would have extended the subsidy schedules up higher to on the income spectrum. I think we could have come up with a fair system that was equitable to patients and fair to doctors but there wasn't support from the doctor groups who didn't agree on how to do it. It's really hard to actually build businesses and medicaid that work because of the churn of the population. The challenges of engaging them make it harder for them to engage us.
