Is It Hard to Do the Torso?

The focuss seems to always shoot to kill rather than shoot to stop. I'm told that it's hard to do the torsois easier to hit tat leg. As far as we know, police don't get regular training on grabbing somebody and physically controlling them. And except forintraining and maybe once a year or something, jock wilnick says they in the navy seals, they practise it every week. It's so abnormal, it's so emotionally disruptive that you have to kind of train how to do that. We should have navy seals training our police.
