What Is the Original Concept of the Fed?

In 1913, the Federal Reserve was set up to prevent bank runs. The Fed didn't have such a developed role in sort of regulating the speed of the economy back then. In 1950s, the Truman administration leaned on the Fed to keep interest rates very low. And we get this 1951 Fed Treasury Accord that really hands the Fed a lot of independence over monetary policy.
