Is WCAG 3.0 Really Hard to Accomplish?

WCAG, the new WCAG 3.0 is about making websites more accessible for everyone. The operational system helps a lot and Chrome has a tool that you can emulate color blindness to test your website. But one thing that I think it's worth mentioning is that not just for colors, but for all the accessibility criteria, it's usually really hard to make it 100% accessible.
