The Idea of a Cooperative Federal Government
People had assumed that it would be impossible to keep the East and the West together in a single nation. There was a lingering fear that those could could geal into a real separatist movement in the West. They're not at all confident that this new experiment in government is going to last when the crisis Really culminated and Burr was put on trial.
