The Soviets built a cheap, they were able to build massive amounts of weapons and overwhelm the Germans in World War II. They have much lower levels of training of their soldiers than the West does, but they have more of them so it's easier to use. The United States want to spend as little as possible on this endeavor. So we had to make these complex spreadsheets of like how much it would cost per volume per weight to fly it into Afghanistan from various locations.
