Is There a Difference Between AI Gaming Targets and Good Hearts Law?

Even advanced artificial intelligences can't develop something we would call judgment, but it isn't going to be a close match for the judgments that we would make as humans. There's a lot of kind of implicit stuff in our utility,. our quote unquote utility functions as humans that we can't easily transfer to an AI. This is one of those places where I've had a bunch of discussions on less wrong than other places with people who are focused much more specifically on AI. And I'm not sure that the lines between these are clear to them either.
