A quarter of those in state mental hospitals had been there for more than 16 years. The language used at the timewas was often, and to our eyes, absolutely appalling. It was reflective of an attitude that developed that these were past help. So what were you going to do? If you couldn't cure them, you could at least prevent them breeding.
