Paul Whalen Was Not Included in a Prisoner Swap
The Russians say Paul Whalen is a spy, and that could be why Russia is playing hardball. Given the nature of the espionage charges, even if they are bogus, the Russians see Whalen as a more valuable asset than Griner. This is the second time Mr. Whalen has been passed over in a Russian US prisoner swap. President Biden promises to keep negotiating for Whalen's release.
