Toulon was uni prepared to resist both approaches with its port and the large coalition fleet to bring in supplies. Capturing toulon would take a creative approach and a lot of hard work. Once his army surrounded the city's landward defences, carteau was unsure how to proceed. He brushed off the advice of his subordinates, but seems to have had no plan of his own other than to sit outside the walls and hope for the situation to change. Despite his commander's indecision, napoleon was not the type to sit still. So he set about reforming and expand ing his command to meet the challenge.
