And he's not afraid to intimidate and to break the rules. After you've been consul for a year, the plan is that you leave the city and you go on a foreign posting. Yet you get to be governor of a province. Why is the system set up that way? Well, one of the reasons is that you have, after they've been consuls, you've got authority - insuring rome's dominance over a part of the world
