Athlete's facial system, i'm not going to say speed is set, but their fascial system isther their anatomy. To train it would bei two components. One is that muscle that sets it up. The other is the foot or ankle stiffness which can destroy your elastinc system for a little bit. And if you don't prepare a child emotionally or mentally for what that change is, then it can destroy themit and they won't compete.
