Doctors could prescribe beer, even if its alleged health effects were less than obvious. Wayne Wheeler and his anti-sloon league pressured Congress to clamp down on medicinal alcohol. In 1921, Congress passed the Wills Campal Act, which banned the practice of prescribing beer.
