The Senate Budget Reconciliation Process Is Not Filibustered
A process called reconciliation allows the Senate to pass one bill per year. Reconciliation can only be used for tax and budget bills; it cannot make regulatory changes. The 2001 tax cuts were passed under reconciliation, as well as much of Obamacare.
