Angles imagined the state as a collective capitalist replacing the individual capitalist. What no one could have foreseen was capitalism breaking the collective nature of the state entirely, hollowing it out until its chunks competed with each other on the market. These SOEs are capitalist firms subject to market discipline. They can and will fail and go wonder if they aren't making enough money. And the government can and will tear them apart and force the still state-owned pieces to compete against each other. Firms that get too large and powerful, can and will be broken up in the parts, once again, set to competeagainst each other.
