Rural urban mobility seems to be shrinking, but rural areas are transforming into non agrarian parts. Ruralarias tend to reinvent themselves as they go along because of the decline in agriculture. Some people clearly move to urban areas and try to find jobs in these expanding non agricultural jobs in urban areas. But rural areas begin to re-invent themselves as well with a different view of human capital.
