In Sumerian and later babylonian kings periodically announced general amnesties. Such decrees would typically declare all outstanding consumer debt null and void, commercial debts were not effected. The release of that control has anexpedential effect of actually creating the grounds for democracy. There's just so much that if we can get past the notion that somehow this is charity, and recognize the reality that this is about a societa reset, that's necessary for a healthy society.
