The History of Athens and the Athenian Empire

In 447 BC, an Athenian man named Clearchus proposed a decree to close the mince in their allied states and enforce the use of standard Athenian coins. This policy of overseas settlement strengthened Athens' hold on her empire, but it was strongly resented by their allies. Also around that time, the Melisians revolted for a second time. After they were put down, they were treated to the same conditions as Arathrite and Colophone.
