I love the way you put it like suburbs or like their own little communities. And I think that's exactly what's happening. He reminds them just like he does in Romans 12 about the importance of these gifts existing for the building up of the body. Anything any use of scripture in any way to to divide and to hold someone under our thumb is out of step with the gospel. All of this is about unity and cohesion and understanding that that's the goal. That's Jesus goal.
