Is Donald Trump Convening a Grand Jury?

And I mean, again, take out Donald Trump and imagine that this is anyone who you don't like or anyone you do like who is in the public eye. So all you have to do to get headlines for yourself, get bad headlines for them is keep convening grand juries.
