HTA - What's the Utility Function?
HTA systems have a challenge that they know there's all these different aspects they want to go after. But their challenge also is that they haven't fully articulated a utility function. And so they go after everything. We're likely to see a system that's very similar to the Amnog system in Germany where people are still submitting them as PDF files.
