In the past, you know, maybe even not that long ago, just 20, 30, 40 years ago, people used to consider this glottal stop as very improper. So it's not that weird anymore. It is used differently all over the UK. There aren't really any rules that you can learn consistently. But if you spend enough time listening to English and talking to native speakers, you will pick it up gradually.
