In general, there are a few ways to deal with this. You have some special hardware that bridges the gap between a development system and a test system. The other approach was self-hosting, which was a bit of a hit or miss affair as far as support in this era. If you were an Apple II programmer, you could get your hands on an assembler or compiler that would run on the system itself.
