The Effects of Variations in Wages on the Prices of Production

Capitalists look for their own interest and work amongst themselves in order to artificially elevate the prices of things. Change in wages an high composition will have a different effect than change in wages in a low composition environment. You aren't goig obe able to exceed above everybody else if you ust making what everyone else does. And so inflation will catch up to you, and you will just be among like everybody else. i think this is why here he introduces this conspiratorial, anti conspiratorial language to refer to the way that capitalists work.
