The monuments that you refer to like the one in Baltimore and the one in St. Louis were intended to be temporary. They were designed to look like classic old fashioned war monuments. These campaigns were imitating industrial safety campaigns where a factory would have a intensive safety campaign for a week or two weeks. But it's very important that this kind of thing was threatening to people who wanted to sell cars in cities.
