Technical Debt Bankruptcy

All systems have technical debt. You're always incurring some interest on the technical dead items. It could be, you might have a beautiful system, it's just the business need may not be there. So i think we've observed that like business changes emit, do i have a product that did not incur technical that and could meet these new needs at ease?
