The United States needs to put a greater emphasis on this threat. The nature of these foreign spyware tools makes them exceptionally hard to track and combat. If the American government buys an Israeli software there's concern that if it's installed in US government networks, there might be some kind of backdoor Trojan horse. This is the concern inside the US government right now.

“Zero-click spyware” is making it easier for governments to get their hands on individuals’ personal data. New York Times investigative reporter Mark Mazzetti says that when it comes to spyware, the United States is both an arsonist and a firefighter.
