Once they're past 12 miles outside of Libyan waters and international waters any ship that encounters one of these flotillas is required to help because they're in distress. Normally a oil freighter or you know cargo ship would be tasked by a control center or a coordination center in this case roamed as all the coordination. Now we're talking about up to 800 to 6,000 people being rescued with commercial fleet overwhelmed.
