Joe Biden and Kevin McCarthy: A Return to Normalcy

This is not at all the normal budget process. It doesn't involve the kinds of serious amendments and debates that we have seen. This is a return to normalcy Joe Biden said he would work with Republicans he did. Kevin McCarthy got some concessions but he's also not president. In the long run, it probably helps Biden's case more than it helps the Republicans.
