Do I Own the Rights?
At my old library, we also did a similar due diligence thing where it was like, this video is out of print. Is it available anywhere? Does the publishers still exist? Do we know who made it? And if we just said no to all those, we would log it, put it up on a visible website and then just make a copy of it. It's worth, you know, there's resources involved in doing that, but it's worth it because you then you're free and clear. You don't have to worry about it anymore.
