The Narrative of Crisis
In this essay, I draw on a structure that Paul Morrison colleagues used in their analysis of international organizations. They talk about this kind of three acts, a kind of play in three acts. The first part is presenting the problem and this is where the narrative of crisis comes in as a mobilizing force. And then the next part is the solution and apportioning blame and talking about what's possible. So we see this narrative play out across a range of solutions.
