The Politics of the Civil Service

There is nothing in the North Trevellian Report that says the civil service will be apolitical. Charles Trevellian himself is an extraordinarily political player. So, how do we get from a flamboyant Victorian civil servant who's out there spreading the word to the so Humphrey version? I guess slowly is one answer to that.
