Preventing Crimes

If a police forceesd assumed you had a police force that prevented crimes, om crime went down for 80 %. Buti doesn't it depend on the way preventions occur? I mean, if you lived in a state where cops walked around in riot gear, and they moved on in armored vehicles, would you be happy with that? No. Would you be happy if there was a cur for you at ten p m in times square every day? It especially not those guys trying to get money from you for taking photographs of them on times square,. like l o and the naked cowboy and so on. So you can see, it is about the way you prevent crimes as well.
