J. M. Keynes was part of a artistic bohemian set that hung around Bloomsbury, also known as the Bloomsburys. His vision really of economics was one which he wanted to change how people thought about the world. He had this idea that in a sense that the economy or money was almost a sort of figment of people's imagination and what gave it a truth was actually government putting particular rules around it.
