The rapid support forces emerged from armed groups that Bashir had used to put down rebellion and used as a kind of paramilitary army. They gained in strength partly because Omar al-Bashir wanted to use it as a counterweight to the army. He didn't want any group to be too strong, partly because they used their troops in Yemen on the side of the Saudi-led coalition.
