How Do We Think About Arms Control Going Forward?
The russians have begun to regret, i think, their actions which precipitated the end of the i an f treaty. They are very worried about the advent of a new us. And the chinese, by the way, it's caught the chinese attention too. So when you have gotten your part's attention in that way, you have some potential to engage in new negotiations. But my argument is, let's not throw out the traditional arms control methods,. We do need to think anew about how we get constraints on a new technologies more dependent on soft ware than hardware.
