I couldn't agree with you more. I mean, er to give into an authoritarian system is basically to give the state endless power. And one way of making it work is to think about incentives. So i think in that sense, the n p is definitely a step in the right direction in terms of improving the outcome focus. The bigger challenge is that bureaucracies are so good at converting golds into imports. Wele see, one of the things i did was kind of devised o tink all, a school education quality in dex where high performing organizations are characterized by autonomy on process and front line workers with more accountability for outcomes.
